Tauranga City Council
Tauranga City Council (TCC) is responsible for local infrastructure, planning, parks, roads, water and community services in Pāpāmoa. The council was under Government-appointed Commission governance from 2021, with elected councillors returned at the October 2024 local elections.

Bay of Plenty Regional Council
Bay of Plenty Regional Council (BOPRC, also known as Toi Moana) is responsible for regional environmental management, including river management, coastal erosion, regional parks (including Pāpāmoa Hills), public transport and civil defence across the Bay of Plenty.
